North Country Representitive Bill Owens was one of 39 Democrats who voted with the GOP on the so called Upton Bill, named after the Congressman who proposed the law allowing people to keep their current health insurance. The bill passed the House but will not make it through the Senate.
Observers say the bill, as written, essentially guts Obamacare, so Mr. Owens vote is noteworthy since when first taking office in 2008, the newly minted NNY lawmaker backed the Affordable Care Act.
Conventional wisdom is those lawmakers from swing districts or with statewide aspirations took advantage of the "free vote" in advance of 2014 races where the spotty implementation of Obamacare may be an issue.
