A Bronx security firm is telling the City of Watertown now that the owner will not be driving up here to supervise the 40 to 50 hour a week proposed contract to provide security at Flower Memorial Library...Instead Denog Security will hire former northside lumber yard owner Harry Cleaves to supervise security guards. He is listed as operating out of an office at 1 Edmund Street, a site I took the time to go check out.
Denog submitted the low bid after Council previously rejected all bids feeling the first low bid was not credible. An effort to secure firms already under state contract yielded no takers, and a suggestion to just hire part time "mall cops" was passed over in favor of a contracted service.
The second bid round required a three hour response time by management and some firms dropped out including others from downstate and New Jersey.
The Byzantine bidding process may change in the future if the city opts into a new state law allowing criteria other than price be used in a bid recommendation.
The Flower Library Board has requested formal security after incidents came to light that they felt threatened patrons and the historic facility.
