Toronto city hall’s transition to new leadership depends on Rob Ford’s behaviour | Toronto Star

   It's an odd atmosphere at City Hall as the deputy mayor becomes the defacto mayor and the real mayor is still there as figurehead with a small staff but still the title.  After City Council in Toronto stripped Mayor Rob Ford of  much of his duties due to scandal, everyone is surely wondering who is in charge.
    Toronto has a city manager who now must work closely with Deputy Mayor Norm Kelly, and it is yet to be seen who gets invitations to public events calling for a mayor who is there.

    A lot depends on Mayor Ford's approach. If he is the affable political leader who got elected as a mayor of the people, things will be fine and the current flap will pass.
    The restructuring of government on the fly in response to current displeasure with the incumbent is something that needs to be undone as soon as possible after next year's election.
    If Mayor Ford is reelected that must be respected as the will of the people. If not, the next mayor should not be relegated to a role as figurehead for the nation's largest city with 2.7 million people.
