NYC's Mayor Michael Bloomberg to sign bill banning tobacco sales to anyone under the age of 21 | Star Tribune

     A 21 year old purchase age for cigarettes will soon be law in NYC and that means it won't be long till Albany follows suit for the whole state.
    Unfortunately the new law doesn't make it illegal for those underage to possess or use cigarettes, but it does increase the sting opportunities at stores and bodegas.
     Until you criminalize the use, the change in age will do little.
