Governor Cuomo says corruption is in the Legislature and not on the Second Floor. In a radio interview, Mr. Cuomo says that's why his Moreland Commission is focusing on lawmakers and not the Executive Branch.
A lot of it depends on how you define "corruption". Some think politics is corruption and that only elected officials are bad. If that's your mindset, then its an easier task and a simpler world.
The Governor's pronouncement does throw a bit of gas on the increasing tension between the branches over how intrusive the Commission should be.
